Job summary

We are now seeking two Analysts to join our Consumer Protection and Competition directorate, within either the Consumer & Compliance Intelligence or the Market Intelligence team. These roles offer an exciting opportunity to contribute to high‑profile analytical work at the heart of energy retail regulation, supporting monitoring, reporting and assessment of competition, consumer protection and the impacts of retail energy policies.

As an Analyst, you will work with large and complex data sets to generate insights that inform decision‑making across Ofgem. You will contribute to business‑as‑usual monitoring activities, respond to unplanned data requests at pace, and support the production of analytical reports, briefings and regulatory outputs. Your work will help ensure that Ofgem’s approach to pricing and consumer protection is evidence‑based, proportionate and responsive to market developments.

You will collaborate closely with colleagues across policy, compliance and analytical teams, as well as engaging with external stakeholders including energy suppliers, consumer bodies and other government departments. Strong communication skills will be essential as you translate analytical findings into clear, accessible messages for both technical and non‑technical audiences.

You will also be part of Ofgem’s Analysis Profession, benefiting from structured professional development, training, mentoring and opportunities to work flexibly across the organisation on cross‑Ofgem projects. Key Responsibilities

• Contribute to the implementation of BAU activity to regularly monitor and analyse evidence, including handling large data sets, running existing activity, and issuing new information requests to third parties.
• Manage the internal dissemination of intelligence updates and insights for the benefit of seniors and other colleagues across Ofgem.
• Contribute to written deliverables (internal and external) such as analytical reports, briefings to seniors, and regulatory decisions.
• Co-ordinate with colleagues on the delivery of unplanned data requests, often at pace.
• Engage with internal stakeholders to scope and agree any analytical input/evidence necessary for monitoring and policy purposes.
• Engage with external stakeholders including other government departments, energy suppliers, and consumer bodies to ensure the timely and accurate provision of insights and analysis.

Key Outputs and Deliverables

• Use your expertise to support on monitoring and reporting on a range of supplier consumer and market performance data.
• Use your expertise to understand the complexities of the energy retail market, licence conditions, and reporting frameworks used to collect and analyse data from licensees.
• Deliver work objectives, milestones, and ad hoc activity to a high standard.
• Collaborate closely with other teams and identify interdependencies.
• Seek opportunities to enhance the efficiency and accuracy of data collection and analysis through use of data analysis tools and technology.
• Support on policy development and other decision making activity as required.

Person specification

Please ensure you demonstrate clearly within your personal statement, how you meet each of the criteria below (not more than 1250 words).

• Good analytical skills, including proficiency in working with large volumes of data, and the ability to use data analytical skills to work with uncertainty and solve problems, formulate pragmatic options, and present actionable information to decision makers. (LEAD CRITERIA)
• Experience of providing data analytical input or assurance into consultancy, government, policy, regulatory or energy sector projects that deliver benefits for consumers, communities, or society.
• Effective in the use of data management and manipulation tools to produce insightful analysis – including proficiency in some or all of Excel, Power BI and Python/R.
• Ability to build effective relationships with internal and external stakeholders that creates space for constructive, open, and transparent engagement.
• Good written and verbal communication skills that effectively communicate analysis insights to non-expert audiences.
• Good sector knowledge, including commercial understanding of the energy sector and/or consumer related issues.
