About the Role

As an Asset Business Analyst, you will translate data into answers for key business questions, ensuring that the Directorate’s decisions, investments and services are underpinned by accurate, high‑quality data and reliable systems.

Collaboration will be central: you will work with officers, managers, IT teams and external partners to improve how data transforms the wider Housing function. You will identify gaps, reimagine services, and provide technical advice, reports and audit trails that explain complex and sensitive challenges in accessible language.

You will work with project teams to transform data into clear plans, identifying risk, shaping priorities, funding bids and long‑term investment cycles to improve project delivery and ensure affordable, well‑managed housing.

Data analysis and insight will be key: you will use analytical techniques to turn complex asset and organisational data into clear insights, inform decisions, and shape departmental and wider strategies. You will analyse processes and model future scenarios to support risk‑based planning, predictive maintenance, business cases and major transformation work.

You will champion a resident‑centred approach, using analysis to identify resident pain points, inefficiencies, and opportunities for improvement.

Skills and Qualifications

Excellent coder and programmer – proficient in SQL, Hive, R, Python, and NoSQL databases such as MongoDB.

Expertise in applied mathematics and statistics.

Demonstrated understanding of the Data Standards Authority (DSA) strategy and Government Digital Service (GDS) standards.

Superb ICT skills, including data visualisation tools, Excel, databases or housing‑related systems.

Experience in extracting, writing and presenting information from multiple data sources, producing complex reports that are understandable to non‑technical stakeholders.

Strong organisational and time‑management skills to meet competing deadlines in a fast‑paced environment.

Ability to maintain confidentiality, sensitivity and professionalism when handling personal or politically sensitive data.

We would like to see a degree or professional certification in data or business analysis; equivalent experience and skills also considered.
