Capital Projects Officer - Building Services

Overview

We’re looking for a committed and forward‑thinking Capital Projects Officer to become a key part of our Building Services team. This role offers the chance to make a meaningful contribution to delivering safe, high‑quality and sustainable homes for residents across York.

You will be responsible for delivering projects within the Council’s cyclical investment programme, working closely with contractors, colleagues and residents to ensure projects are delivered safely, efficiently and to a very high standard.

Responsibilities

• Procuring and managing contractors
• Overseeing site setup and supervision
• Managing contracts, programmes, budgets and project administration
• Acting as the main point of contact for technical oversight of contractors and associated staff
• Monitoring contractor performance, including KPIs
• Setting and maintaining quality standards for all works
• Taking primary responsibility for health and safety compliance
• Managing multiple contracts concurrently

About You / Qualifications

• A proactive, solutions‑focused approach with the ability to respond quickly to challenges
• Excellent customer service, communication and interpersonal skills
• Strong IT skills, including experience working with databases and digital systems
• Technical design skills relevant to building and construction projects
• Relevant qualifications appropriate to the role, or equivalent experience, with a willingness to undertake further training
• A good working knowledge of the Construction (Design and Management) Regulations 2015 (CDM 2015)

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1: Can express themselves fluently and spontaneously, almost effortlessly. Only a conceptually difficult subject can hinder a natural, smooth flow of language.

Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
