Chief Medical Information Officer (CMIO) for Community Services

Dorset HealthCare University NHS Foundation Trust is recruiting Chief Medical Information Officers (CMIOs) to provide senior clinical digital leadership across the Trust. This role is for experienced GMC‑registered clinicians who wish to influence digital innovation and maintain safe, effective, inclusive and person‑centred care.
Main duties
The CMIO will work closely with senior leadership and the executive team to champion digital innovation, clinical and medical engagement, and informatics capability‑building. The postholder will act as a trusted adviser to the Board on all clinical and medically related digital matters.
Key responsibilities include:
- Identifying clinical needs and ensuring digital solutions are designed with an authentic understanding of clinical workflows and modern medical practice.
- Serving as the Trust’s accountable Clinical Safety Officer for digital clinical systems, ensuring Robust Clinical Safety Management processes are in place.
- Developing strong working networks with other CXIOs and medical leaders across Dorset.
- Maintaining clinical practice with a valid UK registration and GMC licence to practice.
- Ensuring ongoing revalidation and appropriate registration to support credibility and influence frontline colleagues.

Person Specification
Knowledge, Skills and Training
- UK GMC registration with a valid licence to practice; Certificate of Completion of Training (CCT) in a relevant specialty or within 6 months of expected CCT date.
- Evidence of extensive continuing professional development.
- Broad knowledge of new technologies and their potential applications in healthcare.
- Understanding of the NHS informatics agenda, national priorities, and integrated care systems.
- Knowledge of the FCI Competency Framework and national digital policy (e.g., What Good Looks Like, Digital Maturity Assessments).
- Solid understanding of clinical risk management and safety meeting DCB0129 and 0160 NHS Standards.
- Awareness of national patient safety policy and frameworks such as PSIRF and the NHS Patient Safety Strategy.
- Postgraduate qualification in clinical informatics, health informatics, data science or a related analytical discipline.
- Fellowship or membership of a relevant professional body ( e.g. Faculty of Clinical Informatics, British Computer Society).
- Completion of a recognised digital leadership programme (e.g. NHS Digital Academy).
- Knowledge of clinical pathways across Community, Mental Health and Learning Disabilities settings.
- Agile or PRINCE2 Practitioner (or equivalent) and high-level knowledge of Programme and Project Management.
Job Specific Experience
- Strategic overview of the use and development of clinical digital systems to support high‑quality care and organisational effectiveness.
- Sound understanding of patient safety principles, systems thinking and a just and learning culture.
- Demonstrable experience leading at least one digital change programme, such as deployment of an Electronic Patient Record system.
- Change management experience with demonstrated success in overcoming resistance to clinical practice changes.
- High‑level presentation skills for a variety of media and settings, including large gatherings and boards.
- Ability to identify and articulate benefits of digital‑enabled change and drive them through to fruition.
- Expertise in analytical and problem‑solving skills, using digital tools, information and analytics to drive service improvement and continuous learning.
- Experience of translating business requirements into information/system requirements, including producing Business Cases, Risk Assessments and Process Maps.
Managerial/Supervisory Experience
- Senior clinical practice with experience leading teams across a range of NHS settings.
- Effective engagement with a broad range of stakeholders, both internal and external.
- Experience of working with non‑clinical and clinical staff to develop shared understanding of issues and agree common resolutions.
- Training, coaching or mentorship experience; demonstrable transformational and coaching leadership style.
- Senior level management experience.
- Involvement with national digital health bodies and projects (e.g. FCI, NHS England, NHS Digital).
Finance/Resources
- Experience managing budgets across multiple services and/or programmes.
Information Technology
- Expert knowledge of Microsoft Office applications, including MS‑Project and MS‑Excel.
- Knowledge of digital and data standards and best practice.
- IT, audio and visual equipment literacy.
