City of York Council is seeking to recruit a Senior Procurement Officer into the Commercial Procurement team.

The Council operates a Category Management approach to Commercial Procurement. This post will provide an excellent opportunity for suitable candidates to cover a wide area of spend by the Council and would suit someone with experience and knowledge of procurement to further their career and wants to develop and add to their procurement experience, commercial skills in an exciting and dynamic public sector environment.

The role will provide support to the Category Managers and Head of Procurement, to undertake large, complex procurements and lead tendering exercises for some areas of spend that are categorised as routine procurements. This role will also require engaging with key stakeholders as a point of contact for the procurement team to ensure all Council spend is procured effectively and that these contracts are recorded accurately and effectively managed.

The role includes a responsibility to assert the compliance with corporate policies and challenge current practices, reduce the level of Council spend which is not covered by existing contracts and ensure directorates are purchasing goods and services from the most appropriate and commercially advantageous contract or framework to ensure the Council obtains Best Value.

This role is suitable as a job share opportunity.

Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C2: Can express themselves spontaneously at length with a natural conversational flow, avoiding or backtracking around any difficulty so smoothly that the person with whom they are conversing is hardly aware of it.
