Senior Policy Officer (Digital Waste Tracking)
Full‑time, fixed‑term position (23 months) at the Scottish Environment Protection Agency (SEPA).
Responsibilities
- Support the Digital Waste Tracking Unit Manager/Project Lead by providing policy advice to the Scottish Government and Defra on decisions and strategy for implementing digital waste tracking at receiving waste sites.
- Act as the key contact for collaboration with UK national regulators and devolved governments, participating in multi‑agency groups across digital waste tracking project development.
- Respond to difficult, contentious or novel industry queries and engagement requests from obliged companies and stakeholders.
- Review and help draft SEPA policy and guidance for internal and external stakeholders; identify and update internal policies affected by digital waste tracking.
- Lead preparations for new regulatory roles, including the digital exclusion register, charging scheme development, and support of SEPA compliance officers using the system at receiving waste sites.
Qualifications
- Relevant experience or qualification to SCQF Level 8–10.
- Proven ability to develop measurable outcomes through business‑requirements analysis, policy advice, and strategic solution development.
- Demonstrated ability to work independently, triage, prioritise, resolve complex problems, and appropriately raise risks and issues.
- Knowledge of, and ability to support others with, environmental regulation, corporate policies or operational procedures.
- Creativity in generating ideas for solutions and new ways of working.
