Neighbourhood Engagement & Delivery Officer (Libraries)

Working Hours and Contract Type

4 Full Time (35 hours per week), Permanent, 1 Part-Time (17.5 hours per week), Permanent.

Work Pattern

Staff work on a rota basis according to service need. Staff will be required to work 5 days out of 7, including a Saturday or Sunday each week (Sundays from September onwards).

Location

Area based staff will work at all libraries across each area, and may work at any library across the city from time to time according to service need. Central Library staff will be based in Central Library but may sometimes need to work citywide according to service need.

Additional Payments

6.7% Flexibility Payment (Full‑Time roles only) & Casual Car User Allowance.

Role Overview

The Neighbourhood Engagement and Delivery Officer (NEDO) is a library manager role focused on community engagement. In each of our areas, a team of NEDOs manages staff, library buildings, and all services delivered from the libraries.

Responsibilities

• Manage and motivate staff who operate libraries.
• Oversee the maintenance and condition of library buildings.
• Deliver library services and activities to users.
• Develop and deliver activities and events in libraries and across the area.
• Collaborate with partner agencies and community groups.
• Ensure high standards of customer service and ICT/digital delivery.
• Work across multiple libraries and adapt to unsocial hours, including weekends and evenings.

Qualifications

• Experience working in public libraries.
• Excellent customer service skills.
• Experience of ICT and digital delivery.
• Strong staff management and motivation skills.
• Flexibility to work unsocial hours and travel across libraries.
• Good understanding of Manchester library operations, culture, and ethos.
