Job Summary
North London NHS Foundation Trust (NLFT) leads provider collaborations and has established a Commissioning Hub within its corporate division. The Hub staff work together to deliver commissioning functions across multiple provider collaboratives, including strategy and planning, finance, quality and clinical oversight, information and contracting.
Responsibilities
- Lead the development of information systems and data resources across the technical environment, translating complex technical and business requirements into high‑quality products that are integrated into business‑as‑usual operations.
- Provide leadership and line‑management for the Commissioning Hub’s BI Team, fostering a culture of continuous improvement and ensuring high‑quality outputs.
- Develop a single community Children and Young People mental health Waiting List Dashboard with full Patient Tracking List functionality, delivering real‑time visibility, standardised reporting, and system‑wide assurance.
- Support the Partnership Manager in managing commissioned technical services—including the North of England Commissioning Support Unit, the Integrated Non‑Custodial Liaison and Diversion service, and the Men’s Mental Health Treatment Requirements services—by overseeing performance and contractual obligations.
- Design, build and maintain a comprehensive dataset framework that incorporates all Commissioning and Lead Provider systems within the data warehouse, including relational database modelling, master data management and application design.
- Plan, create, implement, maintain and evolve large‑scale data models, marts and cubes sourced from diverse internal and external data systems.
- Develop bespoke in‑house data architecture and BI solutions using the latest Microsoft technologies.
- Automate data loading (ETL) and validation processes, maintaining efficient metadata structures.
- Ensure high‑quality data warehouse security, implementing robust measures that balance user access with protection of sensitive patient data.
- Own projects related to commissioning and lead provider functions, delegating work across the BI team to deliver high‑quality functionality.
- Deliver formal, complex statistical presentations to large groups and senior stakeholders.
- Act as the key liaison for the Commissioning Hub’s BI function, overseeing dataset delivery to support operational reporting and ensuring resilience and future‑proofing of data schemas.
- Analyse, interpret and resolve complex statistical and contractual problems, mediating between conflicting expert opinions.
- Approve new data models and information dataset provisions, acting as an information change‑control guardian for commissioned and lead provider functions.
- Provide expert advice, information and support to senior management.
- Work proactively with internal and external stakeholders to influence overall data architecture and translate complex analytical information to non‑specialist users, providing training and demonstration.
- Assess organisational and external policy impacts, advising on responses to changing processes and priorities.
- Lead, manage and resolve incidents, problems and requests in the assigned area, ensuring compliance with Trust standards, service agreements, policies and procedures.
- Manage work across multiple locations as required, including Barnet, Camden, Enfield, Haringey or Islington.
- Maintaining the right to reallocate staff to additional locations as considered reasonable and necessary on a temporary or permanent basis.
