Overview
You will serve as a SENIOR NUCLEAR ENGINEER in the Nuclear Facilities and Waste Engineering Division (Code 2380), Nuclear Engineering and Planning Department (Code 2300) of NORFOLK NAVAL SHIPYARD.
Responsibilities
- You will prepare, review and approve Technical Work Documents (TWD) in support of reactor plant procedures for technical content, radiological control, administrative content, and ensuring compliance with NAVSEA technical and safety requirements.
- You will maintain close liaison with production personnel and resolve technical problems identified during the production phase of a job.
- You will be responsible for ensuring technical subordinates meet their organizational goals and objectives in a mentoring capacity.
- You will distribute and balance the workload among employees.
- You will instruct employees in specific tasks and job techniques, providing on-the-job training to new employees in accordance with established procedures and practices.
- You will develop and execute action plans to resolve complex problems in your area of responsibility involving a variety of customers, the Ship, other departments, and various levels of Command personnel.

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- You will be required to successfully complete a pre-appointment physical examination.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience applying nuclear regulations, policies, and operational requirements, demonstrating ability to translate these requirements into practical implementation strategies, conducting compliance audits and assessments, and driving continuous improvement initiatives.
- Experience managing relationships with external stakeholders, including regulatory agencies, leading to positive outcomes for the organization.
- Experience leading major projects with significant organizational impact, demonstrating effective resource management, timeline adherence, and budget control within RCRA, TSCA, DOT or nuclear frameworks.
- Experience developing and implementing strategic plans that align with organizational goals and ensure compliance with RCRA, TSCA, DOT, or nuclear regulations, policies, and procedures.
- Experience mentoring team members, fostering their professional growth, and ensuring they possess the necessary competencies in RCRA, TSCA, DOT, or nuclear operations.
- Experience understanding waste management, chemical management, nuclear operations or transportation of hazardous materials processes and regulations.
Education
- Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor\'s degree (or higher) in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses in five of seven areas of engineering science or physics as specified. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test are eligible only for positions that are within or closely related to the specialty field of their registration. OR
- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. OR
- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above.
OR
- Successful completion of a curriculum leading to a bachelor\'s degree in an appropriate scientific field may be accepted in lieu of a bachelor\'s degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision. Ordinarily, there should be an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience.
