Private Sector Housing Team Leader

A local authority in Essex is seeking an experienced Private Sector Housing Manager to join their Housing & Renters’ Rights service on an interim basis for an initial 6-month assignment.

The Role

This is a key leadership role responsible for overseeing the delivery and development of private sector housing regulatory and enforcement functions.

You will lead and manage core service areas including:

• HMO Licensing
• Private Sector Housing Enforcement
• Housing Standards and Compliance

Using your expertise in the Housing Health and Safety Rating System (HHSRS) and relevant legislation, you will drive improvements across the private rented sector. The role will focus on ensuring effective enforcement, improving housing conditions, and protecting residents.

Working closely with senior leadership, you will:

• Provide strategic direction and oversight of the service
• Ensure statutory compliance and high-quality service delivery
• Oversee operational performance and team management
• Lead on enforcement activity and complex casework
• Act as a visible and proactive presence, engaging with residents and stakeholders
• Support continuous service improvement and delivery of corporate priorities

About You

To be successful in this role, you will demonstrate:

• Extensive experience within private sector housing enforcement in a local authority setting
• Strong knowledge of the Housing Act 2004, HHSRS, and HMO licensing
• Proven ability to manage teams and lead enforcement services
• Excellent communication and stakeholder management skills
• A balanced, pragmatic approach, combining enforcement with a customer- and community-focused mindset
