Interim Head of Environment (Leisure, Street Scene and Green Spaces)

Overview

We are supporting a local authority in the West Midlands to appoint an Interim Head of Operations on a 12‑month contract, inside IR35.

This is a senior interim role with responsibility for a broad and high‑impact portfolio, including Leisure, Street Scene, and Parks and Green Spaces. The brief is clear: to review, optimise and strengthen operational structures, performance, and service delivery across these areas.

Responsibilities

• Leading and stabilising multi‑disciplinary operational services
• Reviewing structures, ways of working and capacity
• Driving performance improvement and operational efficiency
• Working closely with senior leadership and Members to deliver change
• Ensuring services remain resident‑focused and financially sustainable

Requirements

• Significant local authority experience is essential
• Proven senior leadership experience across operational place‑based services
• A strong track record in performance improvement and organisational design
• Credibility to operate at pace in a complex political environment
